Five Major Functions:

To carry out its mandate, the Ombudsman is charged with five major functions:

First, to investigate anomalies and inefficiency. The Ombudsman exercises unique prerogatives. He does not only conduct the preliminary investigation of cases which may be filed at his Office. He even has the authority to conduct the fact-finding investigation to gather evidence.


The Ombudsman administers oaths, issues subpoena and takes testimony in any investigation or inquiry. He has the power to punish for contempt and grant immunity to any vital witness. He is the only authority other than the courts of law who may order the examination of the bank accounts of person under investigation pursuant to Section 15 of the Republic Act No. 6770.


Second, prosecution. The Philippine Ombudsman has the power to prosecute graft cases before the courts. He has the Special Prosecutor to prosecute cases in the Sandiganbayan. He deputizes regular prosecutors to handle the cases in the regular courts.

Third, administrative adjudication. The Ombudsman also holds disciplinary authority over all elective and appointive officials, except members of Congress and the Judiciary and impeachable officials. With this power, he may conduct administrative proceedings and impose administrative penalties where the erring public official or employee may be ordered suspended or dismissed from public service.

Fourth, public assistance. Under the law, he may require public officials and employees to render assistance to the people. This traditional role of all Ombudsman system is very much performed by the Philippine Ombudsman such that, over the past year, it had acted upon and successfully secured relief in more than 12,000 instances of requests.

Fifth, graft prevention. It embraces the study and adoption of ways and means to minimize, if not to eliminate, the opportunities for committing corruption, to heighten people’s awareness of the evils and solicit their cooperation in its eradication.

THE call to serve the rural indigents echoed since the early '60s when the Philippine Medical Association introduced the MARIA Project which prioritized aid to communities in need of medical assistance. The Project would then be considered a valuable precursor to the Medicare program, from which a medical care plan for the entire Philippines was created. On August 4, 1969, Republic Act 6111 or the Philippine Medical Care Act of 1969 was signed by President Ferdinand E. Marcos which was eventually implemented in August 1971.

The Philippine Medical Care Commission (PMCC) was tasked to oversee the implementation of the program which went for almost a quarter of a century.

In the 1990s, a vision for a better, more responsive government health care program was prompted by the passage of several bills that had significant implications on health financing. The public's clamor for a health insurance that is more comprehensive in terms of covered population and benefits led to the development of House Bill 14225 and Senate Bill 01738 which became "The National Health Insurance Act of 1995" or Republic Act 7875, signed by President Fidel V. Ramos on February 14, 1995. The law paved the way for the creation of the Philippine Health Insurance Corporation (PhilHealth), mandated to provide social health insurance coverage to all Filipinos in 15 years' time.

PhilHealth assumed the responsibility of administering the former Medicare program for government and private sector employees from the Government Service Insurance System in October 1997, from the Social Security System in April 1998, and from the Overseas Workers Welfare Administration in March 2005.

The Philippine Institute for Development Studies was created on September 26, 1977. PIDS was established to respond to the critical and growing need for research for planning and policy formulation.

In general, PIDS research is envisioned to help government planners and policy-makers in the executive and legislative branches of government. Its primary clientele consists of the network of agencies which make up the National Economic and Development Authority.

PIDS was established by by virtue of Presidential Decree No. 1201. PIDS is organized as a nonstock, nonprofit government corporation.

Roles and Goals
Broadly stated, the goals of PIDS are:

1) To develop and implement a comprehensive and integrated research program that will provide the research materials and studies required for the formulation of national development plans and policies;

2) To serve as a common link between the government and existing research institutions;

3) To establish a repository for economic research information and other related activities.

Programs and Activities
To carry out its mandate, the Institute has maintained three basic programs, namely:

Research Program;
Outreach Program; and
Dissemination and Research Utilization Program.

Social Networking

A social network service focuses on building online communities of people who share interests and/or activities, or who are interested in exploring the interests and activities of others. Most social network services are web based and provide a variety of ways for users to interact, such as e-mail and instant messaging services.
Social networking has created new ways to communicate and share information. Social networking websites are being used regularly by millions of people, and it now seems that social networking will be an enduring part of everyday life. The main types of social networking services are those which contain directories of some categories (such as former classmates), means to connect with friends (usually with self-description pages), and recommender systems linked to trust.


MySpace.com

MySpace is a social networking website with an interactive, user-submitted network of friends, personal profiles, blogs, groups, photos, music, and videos for teenagers and adults internationally. Its headquarters are in Beverly Hills, California, USA,[1] where it shares an office building with its immediate owner, Fox Interactive Media; which is owned by News Corporation, which has its headquarters in New York City. In June 2006, MySpace was the most popular social networking site in the United States.[2] According to comScore, MySpace was overtaken internationally by main competitor Facebook in April 2008, based on monthly unique visitors.[3][4] The company employs 300 staff[5] and does not disclose revenues or profits separately from News Corporation. The 100 millionth account was created on August 6, 2006[6] in the Netherlands[7] and the site counted approximately 106 million accounts on September 8, 2006.

Facebook is a free-access
social networking website that is operated and privately owned by Facebook, Inc.[1] Users can join networks organized by city, workplace, school, and region to connect and interact with other people. People can also add friends and send them messages, and update their personal profiles to notify friends about themselves. The website's name refers to the paper facebooks depicting members of a campus community that some US colleges and preparatory schools give to incoming students, faculty, and staff as a way to get to know other people on campus.
Mark Zuckerberg founded Facebook with fellow computer science major students and his roommates Dustin Moskovitz and Chris Hughes while he was a student at Harvard University.[4] Website membership was initially limited to Harvard students, but was expanded to other colleges in the Boston area, the Ivy League, and Stanford University. It later expanded further to include any university student, then high school students, and, finally, to anyone aged 13 and over. The website currently has more than 175 million active users worldwide.[5] Facebook recently surpassed Myspace in amount of visitors, making Facebook the most popular social network, followed by MySpace and Twitter.[6][7]
Facebook has met with some controversy over the past few years. It has been blocked intermittently in several countries including Syria[8] and Iran.[9] It has also been banned at many places of work to discourage employees from wasting time using the service.[10] Privacy has also been an issue, and it has been compromised several times. It is also facing several lawsuits from a number of Zuckerberg's former classmates, who claim that Facebook had stolen their source code and other intellectual property.

hi5 is a social networking website, which, throughout 2008, was one of the top 20 most visited sites on the Internet (among people who have the Alexa toolbar installed on their browser.[1]) The company was founded in 2003 by Ramu Yalamanchi who is also the current CEO.[2][3] As of January 2009, hi5 claims to have over 60 million active members.[4]
In hi5, users create an online profile in order to show information such as interests, age and hometown and upload user pictures where users can post comments. hi5 also allows the user to create personal photo albums and set up a music player in the profile. Users can also send friend requests via e-mail to other users. When a person receives a friend request, he or she may accept or decline it, or block the user altogether. If the user accepts another user as a friend, the two will be connected directly or in the 1st degree. The user will then appear on the person's friend list and vice-versa.
Some users opt to make their profiles available for everyone on hi5 to view. Other users exercise the option to make their profile viewable only to those people who are in their network. The network of friends consists of a user's direct friends (1st degree), the friends of those direct friends (2nd degree) and the friends of the friends of direct friends (3rd degree).

Seach Engine Examples

A Web search engine is a tool designed to search for information on the World Wide Web. The search results are usually presented in a list and are commonly called hits. The Information may consist of web pages, images, information and other types of files. Some search engines also mine data available in newsbooks, databases, or open directories. Unlike Web directories, which are maintained by human editors, search engines operate algorithmically or are a mixture of algorithmic and human input.

TripleMe.com is another tool that allows you to run a search across multiple search engines and display the results in separate columns on one page. It covers Live, Google and Yahoo, and there is a fourth column for Google ads. Phil Bradley mentioned on his blog that before he could his first results he had to email a friend and tell them about it. That particular ‘feature’ seems to have gone. TripleMe’s robust search features also give users spelling suggestions from the three different search engines and can list results for maps, pictures, books and more. Though fresh off the press, this metasearch provider has incorporated many useful search features unavailable with providers like WebCrawler, DogPile or HotBob. It’s convenient, diverse, and really easy to use.

Founded in 1996, Shopzilla is a leading comparison shopping service. The company's mission is to enable shoppers to quickly and easily find compare and buy anything, sold by virtually anyone, anywhere. Each month, Shopzilla connects millions of consumers with thousands of stores. In June 2006, Shopzilla attracted over 18.9 million unique visitors according to ComScore. Alta Vista

AltaVista was created by researchers at Digital Equipment Corporation's Western Research Laboratory who were trying to provide services to make finding files on the public network easier.Although there is some dispute about who was responsible for the original idea, two key participants were Louis Monier, who wrote the crawler, and Michael Burrows, who wrote the indexer. The name AltaVista was chosen in relation to the surroundings of their company at Palo Alto. AltaVista was publicly launched as an internet search engine on 15 December 1995 at altavista.digital.com.

At launch, the service had two innovations which set it ahead of the other search engines. It used a fast, multi-threaded crawler (Scooter) which could cover a lot more Web pages than were believed to exist at the time and an efficient search back-end running on advanced hardware. As of 1998, it used 20
multi-processor machines using DEC's 64-bit Alpha processor. Together, the back-end machines had 130 GB of RAM, 500 GB of hard disk space, and received 13 million queries per day. This made AltaVista the first searchable, full-text database of a large part of the World Wide Web. The distinguishing feature of AltaVista was its minimalistic interface compared with other search engines of the time; a feature which was lost when it became a portal, but was regained when it refocused its efforts on its search function.
AltaVista's site was an immediate success. Traffic increased steadily from 300,000 hits on the first day to more than 80 million hits a day two years later. The ability to search the web, and AltaVista's service in particular, became the subject of numerous articles and even some books. AltaVista itself became one of the top destinations on the web, and by 1997 would earn US$50 million in sponsorship revenue.

You dont need to hear the voice of your love ones to know that he/she is here. You dont need to feel the touch to know that he/she cared. Yopu just have to know that somewhere, somehow, he/she will always be there for you all the time. You dont have to be perfect to let somebody love you the way you wanted to be loved. Always remembered that being simple is the most perfect way to make someone fall in love with you.

Love is not how much you get but how much you can give. It is the most wonderful feeling, inspiring you and giving you joy and strength but sometimes it can hurt you in the end.

My Christmas Vacation


Santa Claus, Christmas carolings, exchanging gifts and any memorable and enjoyable events, it is how we defined Christmas in the Philippines and in the whole world. Well, celebrating Christmas is our culture since the Spanish era. We have a lot of experiences and happiness during Christmas season. Last December,after our Christmas party in my School, I went to Tagum in my kuya for Christmas vacation. But then, in the"Besperas ng Pasko", I went back home together with my Kuya and his family for celebrating Christmas in our home. Actuall, I really happy in my Christmas vacation because of the presence of my family
